Siyasî Bir Kategori Olarak Fransız İslamı’nın Eleştirisi

Çalışma “Fransız İslamı” kavramsallaştırmasını devletin din alanına müdahalesini biçimlendiren bir siyasî temsil ve yönetişim stratejisi olarak incelemektedir. Söz konusu kavramın Fransa’da İslam’ın kamusal alandaki görünürlüğünü düzenleme, denetleme ve kurumsal olarak muhatap alınabilir bir dinî aktör üretme amacıyla işlev gördüğü öne sürülmektedir. Bu çerçevede çalışma “Fransız İslamı” kavramının ortaya çıktığı tarihî ve siyasî bağlamı, laikliğin yönetimsel bir rasyonaliteye dönüşümüyle ilişkisini ve bu kavramın kurumsal mekanizmalarla nasıl somutlaştığını ikincil literatür, entelektüel eleştiriler ve tematik-kavramsal tartışmalar üzerinden değerlendirmektedir. Ardından bu temsil modeline yöneltilen teolojik, siyasî ve sosyolojik eleştiriler ele alınmaktadır. Özellikle İslam’ın ulusal sınırları aşan ahlakî ve teolojik referanslarının dar bir ulusal çerçeveye indirgenmesine, dinî yorumların çoğulluğunun merkezîleştirilmiş bir temsil yapısına sıkıştırılmasına ve Müslümanların ancak devlet tarafından tanımlanmış bir kurumsal form içinde meşru kabul edilmesine yönelik itirazlar tartışılmaktadır. Çalışma Fransa’daki İslamî alanın tekil ve bütünlüklü bir temsilin dışında ölçüde çoğul, hareketli ve ulusötesi bağlantılarla örülü olduğunu göstermektedir. Bu doğrultuda camiler, dernekler, entelektüeller ve dijital kamusallık üzerinden gelişen dağıtık otorite biçimleri, devlet merkezli “Fransız İslamı” kavramına karşı “çoğulcu Müslüman kamusallık” olarak adlandırılabilecek alternatif bir temsiliyet zemini olarak değerlendirilmektedir. Sonuç olarak çalışma İslam’ın Fransa’daki varlığını anlamak için devlet merkezli ve bütünleştirici temsil modelleri yerine çoğulluğu, müzakereyi ve dağıtık otorite yapılarını merkeze alan bir analitik çerçevenin daha açıklayıcı olduğunu savunmaktadır.

The study examines the conceptualisation of “French Islam” as a strategy of political representation and governance that shapes state intervention in the religious sphere. It argues that this concept functions in France as a means of regulating and controlling the public visibility of Islam, while also producing a religious actor that can be institutionally recognized and addressed by the state. In this context, the study evaluates the historical and political conditions under the concept of “French Islam” emerged, how it is connected to the transformation of laïcité into a form of governmental rationality, and the ways in which this concept has materialized through institutional mechanisms, drawing on secondary literature, intellectual critiques, and thematic-conceptual discussions. It then addresses the theological, political, and sociological critiques directed at this model of representation. In particular, it discusses objections to the reduction of Islam’s universal references to a national framework, the confinement of the plurality of religious interpretations within a centralized structure of representation, and the legitimation of Muslims only within an institutional form defined by the state. The study demonstrates that the Islamic field in France is too plural, dynamic, and intertwined with transnational connections to be grasped through a singular and unified logic of representation. Accordingly, distributed forms of authority developing through mosques, associations, intellectuals, and digital publics are evaluated as an alternative ground of representation that may be conceptualized as a “pluralistic Muslim public sphere” in opposition to the state-centered concept of “French Islam”. In conclusion, an analytical framework centered on plurality, negotiation, and distributed structures of authority is more explanatory than state-centered and integrative models of representation.
